विवेक ढाँड ने शुक्रवार शाम 5 बजे यहां नया रायपुर स्थित मंत्रालय में मुख्य सचिव का पदभार ग्रहण किया। इस अवसर पर मंत्रालय के अधिकारियों एवं कर्मचारियों ने उन्हें पुष्प गुच्छ भेंटकर बधाई और शुभकामनाएं दी। दूसरी तरफ मुख्यमंत्री डाॅ. रमन सिंह ने शुक्रवार शाम ही मंत्रालय (महानदी भवन) में केबिनेट की बैठक में निवर्तमान मुख्य सचिव श्री सुनिल कुमार को मंत्रि-परिषद की ओर से स्मृति चिन्ह भेंटकर शुभकामनाएं दी।

श्री विवेक ढाँड, एक परिचय:

• जन्म तिथि - 25 मार्च, 1958
• जन्म स्थान - पलारी, जिला बलौदा बाजार (अविभाजित जिला रायपुर)
• पिता - रायपुर के प्रतिष्ठित व्यवसायी श्री सतपाल ढाँड
• स्कूल शिक्षा - वर्ष 1961 से 1974 तक होलीक्रास स्कूल, बैरन बाजार,रायपुर में हायर सेकेण्डरी तक की शिक्षा। हायर सेकेण्डरी साईन्स समूह में (हायर सेकेण्डरी में अविभाजित मध्यप्रदेश में 13 वां स्थान प्राप्त)।
• कॉलेज शिक्षा - शासकीय विज्ञान महाविद्यालय,रायपुर -बी.एस.सी.  (पार्ट-1)  में रविशंकर विश्व-विद्यालय में प्रथम स्थान।
• वर्ष 1979 से 1980 तक शासकीय विज्ञान महाविद्यालय, रायपुर में सहायक प्राध्यापक (गणित) के रुप में अध्यापन कार्य।
• वर्ष 1981 में प्रथम प्रयास में ही आई.ए.एस. में चयन। गणित और रसायन शास्त्र विषय के साथ। आई.ए.एस. में पूरे देश में 14वां स्थान प्राप्त। अविभाजित मध्यप्रदेश में अपने बैच में सबसे युवा, तथा सबसे उच्च स्थान प्राप्त किया।
• वर्ष 1999 से 2000 तक कमिश्नर, बस्तर संभाग के पद पर पदस्थ। बस्तर संभाग के सभी क्षेत्रों में सघन भ्रमण।
• नवम्बर, 2000 में छत्तीसगढ़ राज्य निर्माण पश्चात् प्रथम सचिव, लोक निर्माण, नगरीय प्रशासन, आवास एवं पर्यावरण विभाग तथा चेयरमेन, रायपुर विकास प्राधिकरण व राजधानी क्षेत्र विकास अभिकरण के रुप में कार्य किया।
• वर्ष 2011 से फरवरी, 2014 तक प्रमुख सचिव/ अपर मुख्य सचिव, पंचायत एवं ग्रामीण विकास विभाग के पद पर पदस्थ। राज्य को मनरेगा तथा ई-पंचायत में राष्ट्रीय पुरस्कार।
